Summary
Telecommunications departments within city governments are prime candidates for telecom cost-reduction and savings
opportunities. The nature of telecom is one of constant change, and more often than not, city officials regard
telecom cost-reduction as a low priority item. This was not the case with officials in this city in Arizona.
The acting procurement director interviewed eight companies before deciding TelCon Associates was the best choice
for providing a thorough analysis and telecom cost-reduction recommendations for the city.
Scope of Work
All areas of voice and data services within the city offices were reviewed
and analyzed for savings opportunities – including circuits, phone lines, line features, wireless devices, wireless
plans and services, directory listings, data cards – even street light circuits.
A complete inventory was provided by us upon completion of the project. Having an entire telecom “blueprint” of
the city’s services enables IT staff to keep expenses under control going forward. In addition, all telecom
contracts were reviewed to verify compliance and to expose any potential for replacing existing contracts with new and
better rates, plans, and terms.
Value and Results
The results of our extensive telecom cost-reduction analysis were substantial
for the city. Identifying unused circuits, disconnecting unused lines, and negotiating new contract rates with
the local service provider resulted in annual savings of approximately $110,000. Disconnecting data cards and
phones, making voice and text plan changes now saves the city $103,614 annually. Removing unnecessary directory
assistance listings returned an additional $22,458 to the city’s annual budget. Other areas for
cost-reduction brought the total annual savings for the city to approximately $400,000.
